Also, why 12 pitchers. 11 are already on the roster, and the one fan vote will be a pitcher due to all 5 selections being pitchers.

I bet they were giving away ballots in SF by the case.
The last time I was in Baltimore, they had boxes of the ballots in each section, take as many as you want. I saw one guy sit there the entire game punching ballots.
